Default New Gfx Card Running At Half It Speed

hi, yes it x1650 pro issues again, ita agp 512 mb ddr
when i looked in the CCC today i looked at hardware specs and i was horrified to see GPU clock-590mhz
and get this!!!?? Memory clock-330mhz? why the hell would it be doing that, wehn it should be 700?, and it s really anoying the card is so slow
so i tried overclocking it to its normal clock speed (altho not really overclocking , more like standard clocking) haha lol
and then i was even more annoyed as as soon as i moved the clock on the memory the smallest bit liek 1 mhz even the pc would show blank black screen so i had to reboot
this is driving me insane , im going nuts please help lol
