I have a Power Color 3650 w/fan and a MSI 4350 NO fan in different PC's. Both PC's jave XP Pro and 7RC installed on separate HDD's. The ATI drivers have been installed on both OS's in both PC's and both show the same as posted below.
Every version of ATI Catalyst I have used, including the ones that came with the cards, the 4350 Fanless shows "Fan Speed Control" and fan speed (which obviously shows 0 RPM) the 3650 w/fan does not show "Fan Speed" or the "Fan Control" option.

If you're asking why, which I presume you are.. (Your post is not really a question, more of just an open statement..)

Then this is most likely because the card is not capable of reporting to the OS, as it were.

The 4350 is newer, and therefore includes capability to source that information, it just happens that you bought one without a fan.

If you want to be sure it's not a software issue, try something third-party, like RivaTuner, available here.
