Default Slow, and no improvement

NWN2 and RCT3 with a full park ran with about 20 fps at my pc when my ATI Radeon X1950 was installed. Today I bought an ATI Radeon HD3870, which is a great improvement, but my games don't go any smoother! WTF?!?!

Why is this?

My other system specs are:

Windows XP Prof 32-bit
2,4 GHz dual core processor (AMD)
4GB DDR2 RAM(though my windows being 32-bit will limit it to 3,2GB, or so I've heard)

This might be a dumb question but - does your motherboard have onboard video, and if so, have you turned it off?
