Default Steps to purchase a good monitor

I'm looking for new monitor - lcd but the tech details are not understandable. Could you tell me a few steps, what should I look for to not spend too much but choose a good one?

Whichever screen size you go for, make sure that the resolution on it is very big such as 1920X1200 for a 22" Screen.

I don't know of any 22" screens that display 1920x1200. Typo?

I meant a 24" screen with 1920x1200

Resolution - Higher the better, make sure it can display it at 75hertz, any lower you will throw it out the window.
Contrast Ratio - Higher the better. (Depending on the size, up to 19" aim for about 700:1 ? And for larger screens such as 24" go more for 3000:1)
Response Time - Lower the better. (aim for 5ms, 2ms is v good, 8ms isn't quite..)

These are the guidelines I used to go on when I bought mine, though i'm not exactly an expert in the monitor catergory.

I think however it depends to an extent what you're going to use it for, if it's gaming then you would want a larger screen with a better resolution and with a v. low response time.
