Yes it can, but only if you have a Xbox to VGA adapter. You can make one using a regular Xbox video cable and a VGA extension cable (first source link) or buy one (second source link). Also, it doesn't matter what kind of video card your computer has in it as you will hook the Xbox up to your monitor directly.
