This could be any number of things, first make sure that you have the PSU connected properly to the mobo and the graphics card, also it could be resetting because of a heat issue, check to see that the CPU fan is spinning properly and that the heatsink is making proper contact with the CPU

Default BIOS Setup Problem.

I'd say a heat issue, what are the temps listed in the BIOS?

The fans are both spinning properly. I checked the connections and they are in properly. The big main fan is connected with a EMCOO2 3 * 4P Molex not a FM (FAN RPM) could that be a problem?

Spinning properly does not mean the are fine, they are very sensitive, a small drop in RPM can cause major overheating.

What are the actual temps listed in the BIOS?

The CPU fan is the important one.

Temperature readings.

The temperature of your components will be listed in your BIOS.
