Bottlenecking and upgrading CPU

Well i have a Visiontek Radeon X1950 Pro AGP XGE and at the moment i have a AMD Sempron 2600+ Socket 754 CPU. I was wondering if upgrading to a AMD athlon 3200+ Socket 754 ofc, will this fix the bottleneck?

No, upgrade to a modern system if you want to play modern games.
