Well, id give it a good clean, switch the ram around just in case, once i installed ram on a friends comp and it didn't recognize it until i switched it around , first and only time I've seen it. If that doesn't work buy a cheap psu for around 15 pound just to check if the problem lays there if so then go buy a better brand and keep the cheap on as a spare , if the cheap one still doesn't work then it is most probably your mobo. If it does turn out to be your mobo then id scrap it, or sell the components that do work being that its 3 years old at least and I'm guessing 4 years +? i personaly wouldnt try and upgrade parts on my dell as its almost 5 years old now, would be a waste of money and im sure the new components nowadays wouldnt work with my old components, im still on 512 of ram and a 40gb hd for christ sake lol.
