When I right click on my computer and go to properties, it says "Intel Core 2 Duo T8300 2.4GHZ, 1.06GHZ, 1GB RAM".

Thats not right. Why is it showing up as 2.4Ghz but then 1.06? It is definitely a 2.4 with each core clocking at 2.4.

Any ideas?

Speedstep is saving battery life for you and changing the multiplier when not in use.

I don't think so becuase on my windows XP desktop I am using now, this has a core 2 quad, yet this reads core 2 quad 2.4GHZ, 2,4GHZ 2GB RAM and this still has the speed sted function.

Hahaha, that's true. I just spent about 6 hours on MSN with a friend of mine because of a stupid CMOS battery, so I should know :)
