My CPU fan was very loud, so i opened the case up and did some cleaning/ got all of the dust out. I am curious as to why the cpu fan will not stop running??

I thought CPU fans ran continuously anyway? it helps prevent over heating, without it you'd surely experience random crashes.

I thought that they ran as needed....once the cpu hits a certain temp the fan kicks on to prevent overheating issues...

Hmm, well to be honest in all my builds I've never spent more then 20 seconds examining the cpu fan, just made sure it ran and the temps were right but I'm pretty sure most cpu fans run all the time but i may be wrong, i know mine runs all the time though.

som motherboards do slow and speed up the cpu fan as and when needed but they don't stop..well all the motherboards i have.. haven't don

there are options in the bios to enable smart fan but i just make min run at 100%
you can also set the thresholds

They are meant to run all the time, you can slow them down when under low load with BIOS options.

Not all mobos support this though.

If it is too noisy invest in a better quality fan.
