Default Measuring RAM speed

I have just ordered 2GB RAM 800mhz. I have read threads where people have talked about timings e.g. 4-4-4-12 etc. Could anyone explain briefly what a) What does this refer to, b)What is the best timings (the higher the better?) and c) how do you measure it? Sorry to be an eedjit. Thanks.
