My temps right this minute with just internet explorer open are
39-34-37-37

Processors today are designed to run way up to 100 degrees, those temps are fine.

What's caused the concern?

I don't ever use stock CPU coolers. They are cheap and perform poorly. I have a Cooler Master V8 on my AMD Phenom II and it cools extremely well. Can't get it to go over 40 C.

The reference CPU coolers provided are adequate. Those temps are well within operable range. If he was overclocking by 1GHz and had temps in the 90's idle then buy aftermarket, other than that it's not needed.
