Default Motherboard or CPU?

If say i build a computer, everything else is done...but i plug in the power cord and turn the computer on. But the motherboard does not display anything on the monitor, when i plug in a usb device it gets no connection from the mobo (that is there are no lights on the device showing its connected) and finally when i take out the RAM (both sticks) and turn the computer on, there is no beep indicating something wrong (which i thought it should if there was absolutely no memory). Could all these be caused by the cpu 4 pin 12V not being plugged into the mobo? and will it...should it all work when i plug the 4 pin 12V cable in?

yup the fans turn on and stay on, but the cd drives do not open or close if they are connected to the mobo and psu...but do if they are just connected to the psu and not to the mobo

Err, yes. That could quite easily be causing the problems you're having. A mobo's 4 pin or 8 pin ATX connector is there for a reason.

Well If there is no beep at all it might not even be the CPU. It could be the MotherBoard. There could be static. Try rebuilding everything outside on cardboard (eliminates the factor of static, If the comp turns on after then it is static.
