If you are unsure, then I would be incredibly surprised if it was, even without checking the manufacturers website.

OC'ing is something that is manually done by the user, in order to get more out of their CPU, if that's what is confusing you. Hence why I say if you don't know, probably not. The only other possibility is factory over clocks, but they always sell them for more, and you'd only have bought it if you knew it was what you wanted - hence again, if you don't know - no it's not.
