Is the processor and heatsink fitted correct? Did you use thermal paste? Sounds like it could be overheating. Try a BIOS reset also.

Am guessing you installed your o/s again after adding new hardware? Sounds as if its trying to read from hardware that isnt there on the disk or such , If you have freshly installed a new o/s after adding new mobo and cpu then make sure all your connection are set proper, the front panel connectors etc JFP1 JFP2 if it is that you didnt reinstall o/s then make sure to reset your cmos before doing so.

That's what I first thought, except this is a BIOS halt, Windows starts beyond that.

Remove everything except mobo, CPU, PSU, 1 RAM stick and onboard GFX or GFX card.
Nothing else! No front panel connections except power switch, no drives, no add-on cards. What happens? |

You didnt reinstall/format the HDD with a fresh install of XP or Vista after installing new motherboard and cpu? If am reading this right, and you said you didnt? , then i think that is why you cant get passed the boot.
You have to reinstall the operating system . otherwise the computer wont boot into windows. because your HDD is still setup and has drivers installed for you old motherboard and chipset etc. Do a reinstall and then it will boot as normal after that. Just other day i had same problem, i put in a new motherboard and it wouldnt boot, i think cpu is plug and play but if you have install a new motherboard aswell then you need to reformat your hdd with a fresh install of your o/s |
