you can use OC software, but they are no means any safer. in fact, they're less safe.

You may be trying to change the multiplier (which is locked on 99% of processors, save Extreme editions) instead of the FSB. You want to change the FSB.

Dells a pain in the ... , with everything, my mobo is so fussy when it comes to ram and cpu's , tried going to 4gb ram once and went all down hill, so im not surprised i cant oc my dell :(

Well that does tend to happen with off-the-shelf models. I built mine myself, and by an amazing stroke of luck, the CPU options were all unlocked...

Hooray for foxconn! =)

There may be another BIOS you can download, but this is a very sketchy process and can render your entire system useless.
