PCI Slots will not "Start..."

I have an HP Pavilion XT983 that was given to me. Previous owner got many viruses and decided just to buy a new computer. Has a Tri-Gem mobo.

After format of HD and fresh install of Windows XP Professional, I cannot get ANY of the PCI slots to start installed devices. Any hardware placed into PCI slots is properly recognized and drivers are installed. All drivers are current. All are listed properly in hardware manager, but none of them will start (code 10) after re-boot. This is for every device installed in a PCI slot. Have removed all hardware from PCI slots and started over, installing one at a time, same problem... No hardware conflicts evident, etc. On board sound and LAN had to be disabled due to problems, but still did not solve PCI device problem...

Any suggestions????

Code 10 is just a generic error code:

Additionally, in a Code 10 error situation, hardware and software on the computer may not function as expected. Or, one or more of these elements may be configured incorrectly.
If none of your devices are working in any slot, you need to most likely either reinstall your motherboard drivers or exchange it for a new one - it may be defective.

What was the original OS? Or is it just a new copy of the old OS?
