Hey everyone i have a question about wether i have a bottleneck problem

i have a dell xps gen 5 with a pentium d 3ghz 2 gb of ram and a 9800gtx+ nvidia graphics card. when i run the mark 06 benchmark i am only getting 16 fps average, and my graphcs card is overclocked heavily too. it seems like with that graphics card i should be getting more then 16...

If i need to get a new processer how do i know if my motherboard can accept it?

The Pentium D is not a great chip, replacing it with something more current should make a decent impact.

Ask Dell what CPUs the motherboard supports.
