CD-Rom nor Hard drive will power on

I don't know if it is a bad motherboard or what. When i go to turn on my computer the CD-Rom and the Hard Drive will not get powered up. Everything else gets powered up such as the video card and fans. The only time the CD-Rom will power up is when the IDE cable is not attached, then the cd tray will open and close. The Hard Drive doen't seem to boot up at all. I have tried muiltiple power supplies, multiple IDE cable, and it still doens't work. The Hard Drive works in another machine so the hard drive seems to be fine. Any Ideas?? Thanks.

How many IDE cables are you using to run the CD-drive and HDD? if it is one you will have to set them up as master and slave

Maybe you have your IDE sockets turned off in the bios, have a rummage through it to see if it is the case
