I used HD CLONE 3.5 to clone my old 80Gig Hardrive to a new sata 250GIG one and now the 250GIG one shows up as 80GIGS like the previous one i want to format it complete i tried but it still shows up as a an 80 GB one. is ...

You need to re-partition the drive as 250GB, then format it.

If you still want to retain the cloned 80gb partition, you should be able to use a third party partitioning program, to access and partition the unallocated space on the new drive.

Depending on you OS ..... Partition Magic (XP) or Acronis Disk Director (Vista).

It may be possible to do this from within "Disk Mangement" if you are using Vista, but somehow, I wouldn't trust it myself.

Then simply boot of the XP CD, then when asked are where you want to in stall delete all partitions and format fresh.

Backup first if you need to, all data will be wiped.

What he said and also make sure you have your hard drive controller drivers if you need them XP is pretty gd with them these days but just in case.
