You do have an operating system on the drive?

If you don't then you need to format it and put some sort of bootable software on it, like windows or linux.

Well, yes, I have tried various versions of Linux, but none really worked. I have tried dd ing the image onto the drive and also the HP utility to make a bootable drive, but no luck. If you know of a site with an installation that actually works, I will try it.

Trouble is, this is the 1st PC I have had which might boot from usb, I am experienced at doing this with DVDs and CDs only.

Go into the laptop BIOS and make sure there is options to boot off USB, if there is make sure they are enabled.

This is where I am confused. Options are

HDD
CD/DVD
Removable media ????

This PC doesn't have a FDD but has USB and a card reader onboard.

USB drive comes under removable media.

Make sure it's set as the first boot device.

Done both! Funny thing is, grub4dos doesn't seem to like the USB drive either!
