Ruler, maybe they exist but they are too fiddly to put together, and cost more to build than to buy.

They are probably mainly for someone who want to just build it for the fun of it (like kit cars) and if it's a barebone kit, it doesn't sound like you will be able to customise it anymore than normally.

It could also be potentially difficult to find parts such as CD drives as these vary from laptop to laptop. For example I couldn't stick my Dell CD drive in an NEC laptop.

CD drives are actually surprisingly common, as most laptops have the ability to remove these so you can put a different one in, or maybe that's just older laptops when it was more common to have to switch the drive between CD and Floppy.

i had a old laptop that didnt work and i took the cd drive out and put it in a laptop that was a year or 2 older

I know what you mean, but I always believed that each CD drive was unique to each fanufacturor. My Dell DVD drive comes out quite easily, but I can't just stick it in my brother's NEC.
