I just got a brand new dell inspirion d530 with vista sp1

I plugged in a comcast cable moden with an ethernet cable but the connection seems to work only if i refresh the page a whole bunch of times?

I saw someone had a similar issue and i am now running the line quality test from dslreports.com

here are the results..

but the problem seems alot better in safe mode.
