Default how do i stop people downloading things?!?!?!?

hi, i don't know a huge amount when it comes to computers...i no a little to get by, but not enough!!! here's the problem:

My computer is in my flat, and i live here with a couple of friends, i am the computer administrator and can see what my friends look at on their own accounts...but i keep having to remove viruses and spy-ware etc...
i have told my friends not to download things i.e porn!! as it keeps screwing up my comp...but the still do (some is fine but some sites put bad crap on my comp, which stuffs it up! they don't really know what they are doing-they just download it anyway!!) the problem is i don't know how to deny them access to download things!!
HELP PLEASE!!!!!!!

To disable IE's downloading capability, follow these steps:
  1. Launch Internet Explorer.
  2. From the Tools menu, select Internet Options.
  3. On the Security tab, select the Internet Web content zone (if it isn't already selected), and click the Custom Level button.
  4. Scroll through the Settings list box, and locate the Downloads heading.
  5. Under File Download, select the Disable radio button.
  6. Click OK twice.
The next time the user attempts to download a file, Internet Explorer will display a warning message stating that the current security settings do not allow the downloading of files.

If you have a router you can block individual sites and even ports to stop people using torrents and/or P2P.

Unless they have the router password they cannot get round this.
