hi. I can not use my IP, for that reason I have to change it. I know some program as: Ultra surf or Freegate. but this programs have no any Special and Static IP.

Are there any way to changing my IP. but Special and Static ? for it I know the VPN. so How Can I use it ? I want to buy a service for VPN. are there any Free VPN service with Special and Static IP ?

How can I make and use it ?
Are there any different way ?
