Default Optical Fiber Dial up Connection

Hi
I am working in an organization which has multiple offices across the cities. Optical fiber exchange is available for telephonic conversation. Is there any way available, so I can dial one computer with the other through modem through optical fiber exchange. I used the procomm plus software for this purpose. But this software was not according to my requirements.
I want, my computer auto dial a number which I will save in the software as soon as I plug the phone cable in modem and starts getting the data from hyperterminal and sending it to reciever's hyperterminal.
I want to implement such type of situation. I can also develop some software if the solution or idea is available and if anybody recommend. I need help in this regard
