What modem are you using?
You'l need to post your line stats (noise margin and line attenuation) ,sync.
Also run the bt speed test. http://speedtester.bt.com/ and post those results too.
Then we can get an idea if its talktalk or something else.

Try a speedtest or two on this site, it has a good reputation for being accurate, as you can choose a server, nearest to your location.
It provides links to results, for easy forum posting as well.

http://192.168.1.1 you should find you stats there. Didnt you do this when you set it up. There should be something there called (show statistics) or something similar. Also sync (DL and UP speed is needed). Do the speed test again and post the whole result (copy&paste) the whole result.

here is the speed test ive just done.
The speed test has completed on test server speedtester1.nat.bt.com for user ******** and you have downloaded a 1.7Mb file at a speed of
479 kilo bits per second (Kbps), your service bandwidth will have been quoted to you in kilo bits per second.
Your IP address is **************your browser is reported as being Mozilla 5.0 and is running on Windows XP.
BT would regard the speed ranges shown below as normal service:
For 250kbps End Users speeds between 50 - 250kbps. For 500kbps End Users speeds between 100 - 500kbps. For 1000kbps End Users speeds between 200 - 1000kbps. For 2000kbps End Users speeds between 400 - 2000kbps

We ruled out your stats, viruses, and all those other good things. Its starting to look like talktalk. I'm gonna find out what server BT uses now. Running a speedtest through there servers and bypassing talktalks network will give you your true speed. I'll see if i can find it. When you can get those result, then thats your proof. I went through this when i was on AOL, They tried saying it was my system. How stupid do they think people are.

ps. whats your system specs

If your still interested, i have the sign in for that speed test. This will bypass your ISP. Just compare the speed from this test and the other one to get the difference.
Open you modem configuration page. Put in speedtest@speedtest_domain for your login name. leave the password blank. once signed in copy this to you browser http://217.35.209.142:50302/cgi-bin/home.page.pl
run the test like you did the other time. Test wont work on LLU though.
