Default Verizon dsl available next door (both sides), but not my house?

not sure if this is the right place to post this, but here goes...

is this possible? i'm looking at buying a new home and checking for high-speed access before i do so...i called verizon and they said dsl is not available at that house because "the equipment has not been updated to handle it." i said ok...

but then, i did some digging. the house next door has dsl available...not just dsl, but the 3mbps dsl. did some more digging...the house on the other side also has 3mbps available.

the difference? they both have current phone lines active. the home i'm looking at does not, because it's a foreclosure.

is this possible? how can the homes on each side of this have dsl available, while my prospective house has nothing? is this just a glitch on verizon's part?
