Well, Windows can! And if Windows can, maybe Linux can.

Linux can read "Make my files private" accounts, but I agree that if the user ID is used to seed the encryption then it is probably unlikely.

I'm not quite sure how EFS works, all I know is that changing the password outside of Windows will break the encryption and make the files unreadable unless one remembers the old password again.

Anyways, password has been reset.
