Default Any other way to format PC?

I have some problems and cannot boot to Windows(gets there and an error dialog box appears saying lsass.exe not found). Now I want to format my PC.
I have tried two ways to format my computer, but none of them work. At startup, pressing F10 lets me format my PC, but for some reasons, pressing F10 does not work; nothing happens. Another way, using the Recovery Console and typing "FORMAT C:" (or plus other command lines) does not work either.
Is there any other way to format this PC?

Note: Using Windows Media Center.

I don't have the Windows XP CD. And by the way, don't have those disks created by the PC for formatting purposes. Is there any other way?

When I formatted my other PC by pressing F10 at startup(logo), the OS was not erased after being formatted; so, I do not use a XP disk. But with this PC, pressing F10 at startup(as written below the logo)has not effect.

Formatting a hard drive wipes everything.

What you are doing is a system restore, which re-installs everything back to the manufacturers defaults.

They put this on the PC to save on CDs.

If that isn't working contact your PC maker for the CDs.
