Burning an OS onto a disk

I need help for two problems, the first is my new laptop.
I got a laptop with vista but sadly my accounting program won't work with vista so ive downloaded windows xp, and i ahve a serial, to put on the laptop. But i need help doing this How do i create a bootable disk using the file and nero. the file is a .UIF file and i can burn both DVD and CD.

The second which is les simportant, how do i do the same thing with linux for a ps3.

Please hel im desperate and running out of time.
