Hello , i didn't know where to post this so sorry if its in the wrong place.

My problem is, every time i boot up just before the log in screen it starts counting down saying "Checking file system on c:" and if i don't hit a random key it will start checking my disk for consistency any ideas on whats the problem?

Usually means your system shut down in a "bad" way (i.e. without doing all the shutdown procedures) and it's running chkdsk to make sure you didn't mess anything up on the HDD (rare).

Let it do the scan to repair the damage/corrupt files

If this is happening every time you boot, it's most likely bad sectors on the physical disk.
It might be a good idea to start backing up your data and replace the drive.
It's possible to hide bad sectors with chkdsk, but the problem isn't cured, it will come back to haunt you and one fine day you will have zilch.

Alternatively, back up all your data, try a low-level format and keep ya fingers crossed.

Hope that's helpful

It is just that your problem is very strange. This message should only come up when you have shut down incorrectly or there are corrupt system files.

If you have tried everything, then format as Phil said. That might also fix your internet problems...
