I have this .cmd file I got from a forum that fixes some issues I have.

I downloaded this to fix problems using Microsoft Update. Everytime I boot to Windows I have to use this file, if not, I will have problems using Microsoft Update (Microsoft Update page "lag," every single thing it needs to load makes IE hang, and shows this error: "Files required to use Windows Update are no longer registered or installed on your computer.")
Aside from that, the Add/Remove Programs does not work properly. Instead of showing"Please wait while the list is being populated.", it hangs for a moment without showing that message. (Loading the page usually takes longer than when it loads with the message.)

Well, these are the symptoms I encounter if I do not run the .cmd file. Any idea why I have to run it everytime I turn on my computer and log to Windows XP Media Center SP3?

Critical Windows Update .dlls aren't registered. The likely quickest fix here is to reinstall Windows in totality.

What could be the cause of it? And, how can it be fixed without reinstalling Windows?

Download Dial-a-Fix by djlizard, save it to the desktop then extract it to it's own folder.
  • Open the folder and run Dial-a-fix.exe
  • 2 windows will open. Close the one in the background labeled Restrictive Policies
  • Check the box in section 1, Empty temp folders.
  • Check the box in section 2, Fix Windows Installer.
  • Check the box in section 4, labeled SSL/HTTPS/Cryptography. The 4 boxes under it should be pre-checked
  • Check all boxes in Section 5, labeled Registration Center.
  • Click Go
  • OK any error messages if received, but write them down and post them here.
  • Restart the computer when done.
How is everything now?

The process did not got smoothly. My system got an error dialog: An error occurred during registration of the file: C:\WINDOWS\system32\msdxm.ocx (version FE2X). The next dialog will contain an error code and possible suggestions.
And:
Error 0x80070005: 'Access denied'. It is suggested that you run "Repair permissions" which is found in the Tools dialog. Windows XP Home users will need secedit.exe to perform the repair - http://DjLizard.net/software/secedit-sfx.exe
After restarting, my computer still had the two problems I posted earlier. And, is it safe to follow what the error dialog says?

How long has this problem existed ? .... have you tried a System Restore to a date prior to it starting ?

I can only say I had this problem quite long, about 2 months. And no, I did not try System Restore because I did not have interest on fixing it. And now that I look at System Restore, I don't see any restore points for that month, only for November.

Try the repair offered by Dial a fix.

Tried the recommendation + what you said above. Still had the same error dialog. And got an error while performing the dial-a-fix recommendation:


After restart, the symptoms were not solved yet
