Default does windows NT have a pop-up blocker option?

and if not where can I go to add a blocker for free

No. Operating systems do not have these options. They have become more standard to include in more recent versions of web browsers (ie. Explorer, etc.). In order to get get a pop-up blocker for your browser, either upgrade to the latest version for NT or search.A good option is to download the Google toolbar if you don't want to update your browser. It has a pop-up blocker included and is safer than other lesser known providers.
