Windows PE is what they put in cars. "Personal Edition"

I don't have any links but have seen a few people modify/hack into the OS. You can probably find some videos on YouTube about it.

I think there is some confusion here.

Windows PE stands for Preinstallation Environment.

It is basically a very very minimal Windows Vista used to prepare a computer for Windows installation, to copy disk images from a network file server, and to initiate Windows Setup.

However, the drivers that it comes with are limited, and sometimes it is necessary to package it with more drivers, to roll out Vista to a wider range of computers.

There is nothing wrong with repackaging it, after all they are providing if for free to allow people to install licensed copies of Windows.

However, even with drivers, it is still practically useless, and is only useful for emergency system maintenance or the like.

Windows CE is that free? or am i better with windows xp pro i only use it for getting online outside mk Donalds and playing music on my sound system in my car

I don't know how you would go about purchasing CE. Its not generally publicly available AFAIK.
