Hi, when I choose the blank screen saver the screen is still bright (black). Does a screen saver exist that completely turns off the monitor? (or a software that creates this turned off mode). I know that Power Options allows me to turn off the monitor at a set time, but for some reason I can't access Power Options and I need alternatives

You can set the monitor to go into standby after a set time in control panel>power options.

No need for a screen saver.

He said he can't get into Power Options

I think that you should try to sort that problem out first.

Why doesn't it work?

http://koding.co.uk/index.php?page=monoff
this is just a executable file, which you double click and my screen is off. I put it in my desktop and attached it to a shortcut key on my keyboard.
now all i have to do is turn it into a screensaver...
