The reason is that WIndows is probably waiting for programs to end before it will let you shut down.

You can do the following procedure that should speed things up:

Backup the registry first!
  1. Open the Registry Editor by running the Regedit command from Start > Run.
  2. Open the File menu, and select the Export command.
  3. In the File name box, type the registry backup file name.
  4. In the Export range section, select All to back up the entire registry or select Selected branch and enter the name of the branch you want to export in the text box.
  5. Finally, select Save to create the registry backup.
Open Regedit again and navigate to ‘HKEY_CURRENT_USER\Control Panel\Desktop\’
Highlight the ‘WaitToKillAppTimeout’ value.
Set it to ‘1000′.
Now highlight the ‘HungAppTimeout’ value
Set it to ‘1000′ also.

Navigate to ‘HKEY_USERS\.DEFAULT\Control Panel\Desktop’
Highlight the ‘WaitToKillAppTimeout’ value.
Set it to ‘1000′.
Now highlight the ‘HungAppTimeout’ value.
Set it to ‘1000′ also.

Navigate to ‘HKEY_LOCAL_MACHINE\System\CurrentControlSet\Contr ol\’
Highlight the value ‘WaitToKillServiceTimeout’
Change this value to ‘1000.’

Close the Registry Editor and restart the computer to flush the registry with the new settings.
