Okay The problem i have is... most of my applications are not working, and i found out that its because the Services are stopped. So i run "msconfig" and enabled all the services. but yet it still fails. So i tried another method going to Control Panel > Administrative Tools > Service and tried to start but I get this error
"Could not start the Ipod service on Local Computer
Error 5: Access is denied"

Go to control panel > user accounts and see if it is an administrator or limited account.

Yeah, i am "Computer Administator"
I dont think restriction is the problem, because there's certain services I can start, and some I can't

Is it just the iPod service that is not turning on?

Have you tried uninstalling the software and the reinstalling?
