Default "Task manager has been disabled by system administrator"?

Whenever I try to open the task manager in vista (ctrl+shift+esc), or by hitting ctrl+alt+del and selecting the task manager, an error box pops up saying that it's been 'disabled by the system administrator', even though I'm the only user on the machine (and am the administrator account). Default "Task manager has been disabled by system administrator"?

Whenever I try to open the task manager in vista (ctrl+shift+esc), or by hitting ctrl+alt+del and selecting the task manager, an error box pops up saying that it's been 'disabled by the system administrator', even though I'm the only user on the machine (and am the administrator account).

I don't remember changing any settings on this :/ is there something in the control panel somewhere to bring it back..?
