Default Windows Defender Error 0x800106ba

On start up get message as ' application failed to initialize;0x800106ba....OS is Vista Home basic.Based on solution given at microsoft site, tried to uninstall windows defender so as to reinstall it, but do not find application in add remove programme list though it is appearing in control panel thus unable to uninstall corrupt one, also tried to install as downlodaed from microsoft but vista OS doen't allow to install giving message as ' ne need to install as it is loaded with operating system. Pl help and advise how to solve the problem

Click Start> Control Panel> Administrative Tools. Look for "Services." Double Click Services. Scroll down in services until you get to Windows Defender. Right Click on Windows Defender and left click properties when the box opens up. Click on General. At the middle of the page you will see Start Up type. Set it to automatic. Below that is service status. Hit Start. click apply on the bottom of the window and then exit out. Reboot. It should start up. If it doesn't let me know what happens.
