Default "Privacy Componant" Cant Get Rid of It!

OK! Started up my desktop (windows Vista Home premium)today to be greeted by an official looking page called Privacy Components, informing me of many,many threats to my system "in its opinion"

Now! I never downloaded this crap in the first place, but what it has done has stopped me getting to my desktop etc where I would have either tried to uninstall this programme or at least used system restore to restore computer to an earlier date. BUT NO! this thing stops you getting access to any of these applications, I can download various software that promises to rid me of this pain in the Backside of a programme but I then get the "YOU must be logged in as an Administrator when initialising this programme" but it wont let me into my desktop to do this Grrrrrrrrrrr!

On Googling it Ive found it to be an illegal piece of crap trying to get you to buy a solution for this trojan or whatever it is! from the very people who have infected my computer with it!!! I have an up to date virus and firewall , Kaspersky, but it never picked up on it at all?

Ive tried the task manager, even trying to delete the individual folders that this annoying programme is in and the same Admin requirement comes up.

If there is someone out there with an idea of how to rid myself of this thing id be very greatfull
