Trouble Deleting Symantec Files

I deleted Symantec last year, but I recently located more Symantec files in my C disk. I have copies of copies of related Symantec files. Can I safely delete these without damaging everything else. I will only delete those that say they are from Symantec. Also I'm getting popups after having email problems and a system slowdown. I have AVG, Spybot and Malwarebytes anti-malware. I ran scans of everything and still have popups. Any suggestions? Thanks.

Are you trying to completely remove Symantec?

What kind of popups?
