Default Unable To Access Windows Firewall. Any

Suggestions? Seems to be turned off.Unable to access.Not possible to click on "On".Have Windows Live One Care also installed.Does this have a firewall?Any suggestions?What about Zone Alarm firewall?Is it good?One Care will not let a lot of downloads through, even Defender.Firewall settings are greyed out.

Windows Live One Care does come with an outbound/inbound firewall, an upgrade from XP's outbound only firewall. There should be an option in Live One Care's setting to toggle it off/on. Make sure it is on. If you want to use just XP's firewall, turn off Live One Care's, open control panel, open administrative tools, open services, scroll down to windows firewall/ internet..., if it says "Started and Automatic," and your firewall setting is still grayed out in the control panel, then you have a software conflict. If it says disabled, right click on firewall, click properties, change disabled to automatic and click apply, then click start, then apply, then ok. Now go to Firewall in the control panel and turn it on.
