Default Weird Problem in OE6

OK guys ... here's a puzzler.

A friend of mine, running OE6 in XP has a problem with "Created Mail". When he creates a message and hits the send key, everything behaves as normal ... i.e. it goes to the Outbox and when sent goes to Sent Items. The only problem is it doesn;t arrive at its destination.
If he replies to an email, using "Reply", the email is fine and is received OK.

A bit of extra info :

This happens on all email addresses he tries, either from Contacts or typed in manually.

All Pop3 and SMTP Server/usernames & passwords are OK

He has deleted his account and recreated it, in case of corruption.

All settings seem normal, from what I can make out.

So effectively he can only get emails to send properly, if he is using Reply to a received mail.

Any ideas welcomed

Default Weird Problem in OE6

Update :

He has now tried deleting the Outbox.dbx folder and letting OE6 create a new one on reboot, but still no resolution.

It's looking like a clean install, unless anyone has any ideas
