Default Effective Motion Blur in Gimp.

First of, I'm using Gimp 2.4.6 >Found here<
It's the best version to use (Personal opinion)
There are later versions but the small changes to the layout was annoying.

In this tutorial i will be showing you how to effectively use motion blur to enhance fast moving objects such as cars motorbikes and even people.

Ok lets get started,
1) Open Gimp and have your picture ready.
2) Duplicate the image leaving you with two layers.
3) Select the duplicated layer and your ready to start.
4) Go to 'Filters' 'Blur' 'Motion Blur'.
5) Set a realistic amount of blur under 'Blur Parameter' 'Length: 20 / Angel: 10' should be just fine but experiment.
6) Now its time to isolate the image (bike,car,etc) with the 'paths tool' to make isolating easier set the duplicated layer opacity to around 30%, this will enable you to see the original image more clearly for when you start to isolate it yet allowing you to see where the blur will be at the same time.
7) Once you have surround the image with the paths tool go to 'Select' 'From Path' then use the eraser tool to delete any blur on the image. Of course you can just skip step 6 and just use the eraser tool but the paths tool helps make cleaner closer finishes.

If you have followed these steps correctly you should end up with something like this;
