Actually, having just played around with that program, I think it is awesome!!
It can convert whole batches of photos and do all sorts of things to them - automatically. I reccomend you try it, especially if you have a lot of photos from a camera to convert. I downloaded the portable version, so you can try it without installing it.

Excuse me for my poor clarification, I use three programs to increase/decrease the photo size as mentioned below: 1st prog. is “Image Resizer Power toy” and it resizes to fit 640X470, 800X600, 1024X768 and 240X320 screen. 2nd prog. is “MS paint” with stretch and skew tool, when I decrease the image size the resolution being better unlike when I increase the size. 3rd prog. is “Adobe Photoshop” with Image Size in Image menu, you can determine the pixel dimensions and the document size at the time you get a better results.
