Tracks > Add New > Stereo track

Or if your recording from a mic or other input you can just select the input and click record.

In the vesion I have it's "Project" then add new stereo track or mono track. Or, if it's mono, just hit the record button.

Actually, depending on settings, recording are made in either Stereo or Mono.

But regardless of what you pick, even if its via add new, you can convert it, or merge two mono tracks together, or split it to stereo when you save.

You can indeed - had forgotton about that! Don't use Audacity a great deal anymore - I've now moved onto Cubase AI.

Never gotten along with it personally.

Audacity and Sonar, are personal favourites.

Cubase for audio (although audacity if I need to do just one track and quickly), Noteworthy composer for writing music, cakewalk express (my my that is an old program) for MIDI work although sometimes I will do all the complex MIDI in cakewalk, export it and set all the levels in Cubase before finally exprting it.
