Hi There,

I have windows2003 server installed on my system locally...How can I download a recorded video tape onto a disc and make a DVD-Video from it?...There don't seem to be any tools that come with it...Any suggestions or alternative?

You'll need some sort of DVD burning software.

Cyberlink Power to Go to name one.
