ITunes update error message

I tried to update my iTunes to 8.0 and got the following error message:
There is a problem with this Windows Installer package. A program required for this installation to complete could not be run. Contact your support personnel or package vendor.
Following the recommendations on the Windows website, I uninstalled iTunes and tried to reload 8.0 and got the same error message.
I tried to reintall the older iTunes version which seemed to work until I tried to open it and got the following error message:

The file iTuneslibrary.itl cannot be read because it was created by a newer version of iTunes.

I tried to find this file but a search of my hard drive did not find this iTuneslibrary.itl file.

Any help would be appreciated!

Download CCleaner Slim and save it to your Desktop.
When the file has been saved, go to your Desktop and double-click on ccsetupxxx_slim.exe
Follow the prompts to install the program.
Complete the installation then:
  • Double-click the CCleaner shortcut on the desktop to start the program.
  • Click on the Options block on the left, then choose Cookies.
    • Under Cookies to Delete, highlight any cookies you would like to retain permanently
    • Click the right arrow > to move them to the Cookies to Keep window.
  • Go into Options > Advanced uncheck Only delete files in Windows Temp folders older than 48 hours
  • Click Cleaner on the left then Run Cleaner on the right to run the program.
  • Important: Make sure that ALL browser windows are closed before selecting Run Cleaner
  • Next select the Registry tab to the left and then click the Scan for Issues button.
  • When it finishes DO NOT just simply Fix everything!!! Right click in the results area and select Deselect All
  • Now slowly go through the list (there may be a lot) and find all items related to iTunes.
  • Select all of these and then click Fix selected issues...
  • Make sure you say Yes to the Do you want to backup changes to the registry? prompt and let it save the backup cc_2008xxxxxxx.reg file. (xxxxxxx is based on the date and time when saved).
  • It may prompt you again with messages about the things being fixed. Just click Fix All Selected Issues.
Now try to install the new version again.
