hello
on my old computer when i was on the internet
i could scroll my mouse over a picture and a little box or i think it was a little disc sign would come up and i would just
click on it to save a picture.

but now on my new computer i cant do it.

can someone tell how i can change my settings to be able to
do this again.

Try just positioning the cursor over the image and use the "right click" mouse options.

Right click and "Save Image As" should work like Phil says.

Otherwise - What Operating System are you using and what browser?
